Getting it done
One of the fundamental things I must do to get problems solved is to take ownership of the situation.
That's where the expression "when you want something done, do it yourself" derives from. It ties with the Portuguese's organisational problems perfectly. Many people refuse to take responsibility because they fear if the situation goes pear shaped, they'll be blamed for it. And so, things move at a glacial pace.
